Continued Public Hearing of
December 17, 2003


I.      CALL TO ORDER - 8:00 p.m.

                The Board met with Donald Shute of Chilmark Company and his engineer Michael Carter from GCG Associates of Wilmington to discuss changes that have been made to pages 3, 4, 5, 6, 7, 8, and 12 of the plans for the Brookside Estates Subdivision since the last hearing session. Also provided were cul-de-sac turning radius calculations for fire apparatus, a Brockton Water Commission Connection Application, and detention pond time to drain calculations.

                The changes were outlined in a November 25, 2003 letter from GCG to the Board.  In a November 26, 2003 letter, GCG granted the Board an extension to January 23, 2004 for filing the Certificate of Action for the subdivision.  

                Chairman Lindquist noted correspondence received since the last session from other town departments and from the Board’s engineer, P.M.P. Associates of East Bridgewater. Departments responding with favorable comments were the Building Department in a memo dated December 15, 2003, the Conservation Commission in a memo dated December 11, 2003,  the Fire Department in a memo dated December 10, 2003, and the Water Department in a memo dated December 16, 2003.

                In a December 17, 2003 letter, Michael Perrault of P.M.P. Associates indicated that the most recent plans were complete and addressed all of his concerns.  He recommended that, in its Certificate of Action, the board note the requirement of the approval for the connection to the 24” Brockton transmission and the requirement that all easements be prepared and provided for before any lot releases.

                The Board reviewed the latest drainage calculations and Chairman Lindquist asked how deep the detention ponds would be in a 100-year storm and how quickly they would drain.  Mr. Shute’s engineer said that the depth would be from 3 to 3 1/2 feet and the water would drain in 7 to 10 hours.  Chairman Lindquist said that the requirement that the detention ponds be staked should be included in the order of conditions for the subdivision.  The developer should also be required to provide instructions on how the ponds should be maintained.
